Preheat oven to 325 degrees.
Grease and flour a bundt pan.
In a medium mixing bowl, combine flour, baking powder, and salt. Set aside.
In a large mixing bowl, combine butter and sugars. Mix well.
Add milk, eggs, and vanilla. Mix well.
Add rum.
Add flour mixture. Mix until moist.
Stir in pecans.
Pour into prepared bundt pan.
Bake for 50 - 55 minutes or until a toothpick comes out clean.
Let cool for 15 minutes.
While cooling, prepare glaze.
In a saucepan, combine sugar, butter, rum, and water.
Bring to a boil. Stir and cook for 3 minutes.
Pour over cooled cake.
