In a dutch oven over medium to medium-high heat, brown beef with onion, salt, and pepper to taste. Drain meat and return to skillet. Add chili seasoning, evaporated milk, and Rotel. Turn down heat to medium-low, add Velveeta cheese, and cook until cheese is melted. Serve over Fritos and enjoy!
Note: Kathy prefers this as a Mexican chili over hot dogs!
