Heat the oven to 400 degrees.
In a large skillet, heat 1 tablespoon vegetable oil over medium heat.
Add the chopped onion and garlic; cook for 3 minutes, stirring often. (Be careful not to let the garlic burn)
Add the ground beef, and use a wooden spoon to break it up while it cooks, until it is no longer red, about 5 minutes. Add salt and pepper while cooking.
Stir in 1 cup salsa and 2 teaspoons chili powder.
Cook over medium-high heat, stirring occasionally, until the mixture thickens, about 7-10 minutes.
Top each tortilla with 1/4 cup of beef, spreading not quite to the edges of the tortilla.
Sprinkle about 2 tablespoons shredded cheese on top.
Roll up tortillas and place them seam-side down on a cookie sheet lined with parchment paper.
Brush lightly with vegetable oil.
Bake until tortillas are lightly browned, about 8-12 minutes.
Serve with sour cream, queso, and/or salsa.
