Preheat oven to 350 degrees.
Coat a large skillet with pam cooking spray. Brown ground beef and garlic, cooking until beef crumbles and is no longer pink.
Drain beef mixture and stir in crushed tomatoes, tomato sauce, tomato paste, sugar and salt.
Let simmer 30 minutes.
Cook pasta according to package directions.
Place pasta in 13x9 baking dish coated with pam cooking spray.
In a medium mixing bowl, combine sour cream, cream cheese, and green onions.
Spread over linguine.
Top with meat sauce.
Bake at 350 degrees for 20-25 minutes or until bubbly on sides.
Sprinkle with mozzarella cheese, and bake 5 more minutes or until cheese melts.
Let stand 5 minutes before serving.
