Preheat oven to 375 degrees.
In a large skillet, cook ground beef over medium heat until no longer pink.
Stir in the corn, soup, 1/2 of the cheese, milk, sour cream, onion powder and pepper.
Mix well and set aside.
Place 1/2 of the Tater Tots in the bottom of a greased baking dish.
Layer with the meat mixture.
Top with remaining tater tots.
Sprinkle with remaining cheese.
Bake, uncovered for 20-25 minutes or until bubbly.
