Preheat oven to 350 degrees.
In an ungreased 9x9 baking dish, combine flour, sugar, 2 TB cocoa, baking Powder, and salt. Add milk, oil and vanilla. Stir with fork until blended. Stir in nuts.
In a small bowl, combine brown sugar and ¼ cup cocoa. Sprinkle over batter. Pour hot water over batter.
Bake at 350 degrees for 35-40 minutes. Serve warm over ice cream. Incredibly delicious! Enjoy!
